Free or non-free?

According to google the text on ვიკიპედია:არათავისუფალი კონტენტი say that "Wikipedia aims to be a free content encyclopedia."

That is true but it seems to imply that fair use / non-free files are not allowed. However ka.wiki has ვიკიპედია:მართლზომიერი_გამოყენება that gives reasons when non-free files is allowed.

I think ვიკიპედია:არათავისუფალი კონტენტი should be updated to say that non-free use is allowed according to the criteria in ვიკიპედია:მართლზომიერი_გამოყენება.
